Luiken&lt;br /&gt;Alaska DOT/PF &lt;br /&gt;Office of Commissioner &lt;br /&gt;PO Box 112500 &lt;br /&gt;Juneau AK 99811-2500 &lt;br /&gt;&lt;br /&gt;RE: Trapper Creek, Alaska/Reduction of Speed Zone to 45 MPH &lt;br /&gt;&lt;br /&gt;Commissioner Luiken, &lt;br /&gt;&lt;br /&gt;	The Trapper Creek Community Council, with this letter, formally requests that the State of Alaska, Department of Transportation reduce the posted speed limit on the George Parks Highway through Trapper Creek from 55 to 45 miles per hour. Reducing the speed limit is long overdue and absolutely mandatory for multiple reasons. &lt;br /&gt;	The center of Trapper Creek is located along a section of the George Parks Highway between milepost 114.4 and 115.7. Along this small stretch of highway are two intersecting state roads, Petersville and E. Susitna; two Mat-Su Borough roads, Devonshire and TC Park; fifteen driveways for seven residential properties and ten businesses; a church, library, ambulance barn, community park and cemetery, a transfer station and a post office. There are no pedestrian walkways, crosswalks, multiple lanes or turning lanes. &lt;br /&gt;&lt;br /&gt;	Relevant factors for DOT to consider are: &lt;br /&gt;&lt;br /&gt;- Pedestrian Safety: &lt;br /&gt;	The high population density within a mile radius of the Petersville Road intersection promotes pedestrian traffic, including residents walking or biking to and from the post office on a daily basis and children walking to either the library or community park. In the absence of bike paths, all pedestrian travel occurs in the paved strip just outside the white lines along the highway within feet of passing vehicles. &lt;br /&gt;&lt;br /&gt;- Local Vehicular Traffic: &lt;br /&gt;	In Trapper Creek there is a significant amount of local resident traffic, probably more so than in Cantwell, Sunshine, or Willow. It is virtually impossible to accelerate to 55 mph from any arterial road, driveway, or business entrance while going from, for instance, the library to the post office or from the park to the transfer station. This creates a constant and alarming danger. &lt;br /&gt;	As your literature states, “The safest traffic condition is when everybody drives at the same speed.” Our safety concern is that through traffic traveling at the speed limit of 55 mph or higher is not aware that there is local traffic routinely traveling ten to fifteen mph slower through Trapper Creek. The locals are defensively forced to over- accelerate, pull over, or use turning signals quite a distance from their exit to prevent being rear-ended. Near collisions are not recorded in statistics. &lt;br /&gt;&lt;br /&gt;- Physical Layout of Trapper Creek &lt;br /&gt;	Except for two businesses which are quite noticeable along highway frontage, all other businesses, all residences, the post office, library, park and the church are set back enough that they are not readily apparent to passing traffic. There are also major curves in the Parks Highway on either border of Trapper Creek that obscure our business strip from approaching traffic. This poses a safety hazard, as fast moving traffic, particularly from the south, is well within the confines of Trapper Creek before danger becomes apparent. &lt;br /&gt;&lt;br /&gt;	Although counters might establish the need for turning lanes or verify heavy traffic on arterial roads, they would do little to promote safety for pedestrian and local vehicular traffic along the Parks Highway corridor within Trapper Creek. &lt;br /&gt;	With increased traffic during the summer tourist season, it is critical for DOT to address the safety and welfare of our citizens by reducing the speed zone through Trapper Creek from 55 mph to 45 mph. We have about 50 requests and are able to work on only about two per year given our small staff and other duties. &lt;br /&gt;However, I will request counters be placed to gather field data on traffic near this junction, this summer. &lt;br /&gt;	I can assure you crashes are not the requirement to decide a speed zone. There are no strong patterns here. Fatal head on crashes have occurred north and south of the junction outside of developed areas in the recent past. We have addressed head on collisions in the area south to the Big Susitna River using centerline rumble strips. Within the developed area, we don’t see concentrated crashes, but there was a serious angle crash in 2006. Speed zones are determined primarily based on adjacent land use and access density, the density of the turning traffic, and how this density is causing the majority of motorists to drive today. We don’t want a speed limit that is so low no one complies, or so high there is conflict. &lt;br /&gt;&lt;br /&gt;	Attached are applicable laws and results in other communities of speeds observed against speed limits. &lt;br /&gt;	Sometimes it works and sometimes it doesn’t. The key is to have a zone that is believable by the motorist in order to be respected. To be believable, they need to see development and turning traffic amongst other things. The straightaway to the south of MP 114.5 is a concern, as I don’t see a believable reason to slow to 45 MPH. &lt;br /&gt;        If the problem is extreme speeders running at 70 MPH plus in a 55 MPH zone, then a lower speed zone will not likely affect those drivers. For them enforcement is key. We will find out the mix of speeds and compare against all the other features such as driveway density as listed in state laws. That use is not what we desire for Borough Forest lands within the Trapper Creek boundaries.&lt;br /&gt;&lt;br /&gt;The Trapper Creek Community Council, therefore, is resolved that we want the timber in our area to be for local harvest only, primarily for local use. &lt;br /&gt;&lt;br /&gt;The fact that large operators could out-bid residents for the rights to any harvest unit concerns us. Without your support, this would not have been a successful event. This event will take place on Saturday, May 21st &amp; Sunday, May 22nd, starting at 7:00 am. A sign up sheet is available at the Trapper Creek Trading Post. Bags, Gloves, &amp; Vests are available at the Trading Post on day of the event. The dumpster for clean up bags is also at the TC Trapping Post. Flyer's have been posted at the usual hot spots such as the TC Post Office, TC Library, DMV/The Other Place, Trapper Creek Inn, Cubby’s, and Moore’s Hardware. There will be a “participant appreciation barbecue” at 5 pm, on Sunday May 22nd, at the TC Community Center. Hamburgers and hot dogs will be served by Chef Earl. There were 58 signatures on the sign in sheets and 6 absentee voters for a total of 64 votes. Kay, Jane and Allan were armed with pens and a blank ballot. Jennie read the names of those who received votes from each ballot and the others kept track. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;The 23rd Annual Trapper Creek Cabin Fever Reliever event took place on Saturday, March 12, 2011 at the Community Services Park complex. Long time Trapper Creek resident, Rocelyn Daniels was nominated by the community as the sixth Miss Cabin Fever Reliever. She was crowned in beaver and ermine fur by her predecessor, Sandra May.&lt;br /&gt;The festival started with a pancake breakfast at St. Phillips Catholic Church and continued with a whole bunch of other activities at the park, including a Chili Cook-Off, burgers and hotdogs at the pavilion and a non-stop array of games for the kids: egg toss, tug of war, two-by-four race, Ice Berg, donut eating contest, BB gun shooting, pony rides, snow sculpting, dog sled rides, gunny sack race, hay scrambling, coin toss, cross-cut sawing and fellowship.&lt;br /&gt;The elementary school students were major participants in the planning and preparation of this year's CFR starting the festival off with the flag raising. A PTA bake sale and an art contest for the selection of the theme for 2011, which was printed on the T-shirts and buttons, took place at the school. The T-Shirts were designed by 5th grade artist, Kaitlin Hughes.&lt;/div&gt;&lt;div align="left"&gt;The one dollar purchase of the buttons was required of all in attendance who chose to avoid "doing time" in the makeshift jail. As the day progressed it became apparent to this reporter that the law enforcement button police were not really up to the task, so the younger portions of the crowd took over the facility as their own personal playground.&lt;br /&gt;In the Community Services Building an opportunity to vote on the artistic submissions for the road signs as one of the community's Revenue Sharing projects was administered by Sign Committee Chairperson, Paula Glenka. The Trapper Creek Library Association provided refreshments; the Trapper Creek Oral History Project’s exhibit honored 1968 settlers, Joe and Vera Dul; and Sandra May dressed up the building with a display of pastel art by local residents. The winners of the raffle and 50-50 tickets were announced during the potluck community dinner. The evening wound down with an open mike invitation for local musicians to share their music with the remaining revelers.&lt;br /&gt;The Trapper Creek Community Services is a non-profit 501C3 organization, which uses the revenue it raises to benefit the park, cemetery and the community as a whole. This will consist of a brief introduction discussing the grant from the AK Humanities Forum and the purpose and goals of the group in collecting and preserving the history of Trapper Creek, Alaska. The presentation itself will detail the organization, travel and adventures of the Michigan 59ers on their journey to Alaska and, ultimately, their dangerous crossing of the Susitna River from Talkeetna on the ice, through overflow, aided by pioneer Shorty Bradley. On display will be numerous photographs and articles written in 1959 by The Detroit News reporter John Treen, obtained by Trapper Creek Community Services.&lt;br /&gt;Amy Jurasek, coordinator of Community Enrichment, will provide cake and refreshments. We are encouraged to bring desserts, as well. Your support would be greatly appreciated. This Golden Anniversary recognition for some of our earliest homesteaders will be given by Lon McCullough at the Trapper Creek Park Community Building at 6:00 pm on Sunday, April 26, 2009. Many were so moved by the viewing that Trapper Creek Community Services Association, Inc., a local non-profit corporation, proposed and sponsored The Trapper Creek Alaska Oral History Project to gather the oral history of our area. With so many of our beloved characters passing, the project members recognized the urgency to find out as much as possible about the diminishing history of the west side of the Susitna River while there are still indigenous residents and pioneers, who have historical memories to share.&lt;br /&gt;&lt;br /&gt;The timeliness and importance of "Trapper Creek Alaska Oral History Project: Evolution through Statehood" was recently recognized by the Alaska Humanities Forum and the National Endowment for the Humanities, a federal agency. On November 25, 2008, G. W. Kimura, President of Alaska Humanities Forum , Anchorage, Alaska notified Trapper Creek Community Services Association, Inc of an oral history mini-grant. This grant is for the term beginning January 5, 2009 and ending on December 31, 2009. As a result of this award, the Oral History Project will be able to collect, collate and archive any oral histories, photographs, physical documents and other ephemera that pertains to the early history of the Upper Susitna Valley. The purpose of this project to preserve the history of the Trapper Creek, Alaska area.&lt;br /&gt;&lt;br /&gt;Long-time Trapper Creek residents and assigned Humanities Scholars, Sondra Porter and Rocelyn Daniels are coordinating this project. Other members, who are also conducting inteviews during the initial phase, include: Duronda Twigg, Debbie Filter, Eric Poole, Michele Poole, Earl Theroux, Rick Ernst, John White, Rick Leo, Toni Bowley, Ted Stagg, and Lon McCullough. These members are currently scheduling interviews, recording oral histories and scanning photographs from those who have historical memories to share.&lt;br /&gt;&lt;br /&gt;The Trapper Creek Oral History Project has benefitted by letters of grant support from: Trapper Creek Community Council, Roberta Sheldon of Talkeetna, Alaska, The Fireweed Arts Council, Talkeetna Historical Society, Trapper Creek Elementary PTA, and the Trapper Creek Library Association. This year's 4th annual Fireweed Festival is going to be a BLAST! It is scheduled for July 25 and 26 at the Community Center Park at mile 115.2....an event for the whole family to enjoy!&lt;br /&gt;This will be the second year to make this a two day event! Last year we had two full days of music, a children's art activity tent, wonderful food and many, very creative craft booths. The musicians entertain us as their donation...they don't ask for any money!!! This year we will have all that AND activities going on for all ages to participate in.&lt;br /&gt;If you are feeling generous and want to help....a small donation will go a long way in our endeavor! We will be posting meeting notices in the post office, T.C. library and the DMV as the time draws near....we could really use your help pulling the year's festival together! If you are interested in having a booth, you can call Debbie Filter at 733-7377.&lt;br /&gt;Last year, some of the money we raised from the Fireweed Festival went toward 6 - 3/4 size guitars for the T.C. Elementary school children to learn how to play. We are now in the second year for guitar lessons with the children! What a great first semester we have had at TC Community Enrichment. We are, as always, looking for instructors that would like to share your talents with us! That is what's so wonderful about our area, it is rich in those with hidden knowledge.&lt;br /&gt;&lt;br /&gt;Jane Shaw is making a BEAUTIFUL quilt with her sewing ladies in our sewing class. This quilt is to be raffled off at this years Cabin Fever Reliever. Come join these talented ladies Monday nights 7-9pm. Volleyball is going ever so strong Tuesdays and Thursdays, 7-9pm . We have brought back Movie night to our community every Friday 6-8pm. Movie is free, concessions sold on site. As always our strongest activity is Open Gym/Roller Blading Saturdays 5-7pm. As you probably know, ALL of our classes and activities are held at our community's local school, Trapper Creek Elementary. This building is the pride of our town and should be shared by all. Names will be added to the wall to remember citizens who resided in the Trapper Creek area for about 5 years or more and have died. The wall will be concrete and the names will be cut into steel plates that are 4x4ft. Names will be 1 inch high. There will be a roof over the wall to protect the name plates and viewers during inclement weather.&lt;br /&gt;           There will be a nomination committee to assure that the names submitted are valid candidates for the memorial wall. They will also assist in the collection of biographical information for the candidates. This information will be recorded in a book (both paper &amp; digital) to include photos where possible and will be kept at the library for public viewing. In addition biographical information will be collected on future candidates that are currently alive and either currently live in Trapper Creek or have moved. This will enable the committee to add names to the wall in the future and not have a lot of missed names.&lt;br /&gt;           The initial working list is below. The community is requested to assist by nominating qualified candidates that have been missed. Also, we need biographical information on candidates so please submit any information that you might know about the candidates. If you know family of the candidates see if you can contact them for photos   (preferably of when they were in Trapper Creek).&lt;br /&gt;          It is expected to have the wall constructed and the names on it before the end of summer. Help us make a memorial that will make everyone proud.&lt;br /&gt;  Here is a working list, please help with spelling corrections, furnish missing first or last names, correct us if they still survive and nominate names that we do not have on the list. Trapper Creek hasn't had one in years....So TCRA will be hosting an Easter Egg Hunt with Community Easter Potluck to follow Saturday April 15, 2006. Watch for my posters, fun for the kids. We will probably dye the eggs with kids Friday April 14th, I will follow up with this the beginning of next week. Choir starts back Monday March 27th, 6-7:30 pm. After 3 great months of Karate, this class has been canceled because of low attendance.  So I am scheduling other classes for these times.  Starting Monday, March 13, I am starting a later workout class, 7-9 pm, for those people that can't make the usual Wednesday workout 4:30-5:30.  Anyone that is interested come and share your workout materials (tapes ect.) or let me know what you would like and I can get these tapes for us. Also Saturdays, starting after Cabin Fever, Open gym for adults 7-9, We will be alternating saturdays with Free-skate, both of these is considered a single activity so the $10 registration fee covers both. I will keep you posted. As always a $10 community enrichment fee applies to any class, but the one time payment goes thru the end of May.  Burnu Watkins will be having a Gardening Class March 17 @ TC Elem also there is a $5 registration fee for this class.
